From 2013 to 2016, USAID’s Leadership, Management, and Governance (LMG) Project provided technical assistance to the International Planned Parenthood Federation Africa Region (IPPFAR) to strengthen the leadership and management systems of its Member Associations (MAs). The LMG Project specifically mobilized four “Learning Centers” (LCs) in the IPPFAR network to offer the Leadership Development Program Plus (LDP+) to MAs and other organizations.

The LMG Project focused not only on providing the LCs with an effective training approach through the LDP+, but also provided capacity building on financial management and resource mobilization to contribute to their financial sustainability. At the end of the initiative, we conducted an evaluation of the capacity building effort. 24 MAs provided data after participating in the LDP+, with 16 reporting they had achieved service delivery targets they set in identified challenge areas, and most noted additional “spillover” effects such as increased trust and confidence on the part of clients. The LCs particularly noted that organizational capacity building support from the LMG Project helped them change their thinking from a donor-supported focus to a more business-oriented one.
