The HIV and AIDS epidemic in Ukraine was so severe that the country accepted external funding to supplement its response. Grants from the Global Fund to Fight AIDS, Tuberculosis, and Malaria made up most of this external support, and in late 2011, the Ukrainian Center for Socially Dangerous Disease Control (UCDC) was selected as on of three Global Fund principal recipients.

However, with new roles and standards, UCDC struggled to effectively manage its grant and integrate Tuberculosis and HIV programs.

From January 2014 to September 2015, the Country Collaboration Initiative and USAID-funded Leadership, Management, and Governance Project (CCI/LMG) partnered to strengthen UCDC’s programmatic, institutional, and financial management skills.
