Barbara Tobin

Barbara Tobin has worked in international public health projects for over twenty years, with a combination of long-term field experience in Kenya, consulting assignments in Africa and Asia, and senior management responsibilities at the U.S. headquarters of both Management Sciences for Health (MSH) and the Institute for Healthcare Improvement (IHI). She has experience in strengthening the organizational capacity of public and private sector health service delivery organizations, developing strategic and operational plans and overseeing their implementation, conducting management assessments, and initiating and managing south-to-south technical exchange. Ms. Tobin has managed large programs and was one of the developers of MSH’s participatory management assessment process, MOST (Management and Organizational Sustainability Tool). Ms. Tobin has lived and worked in Kenya, India, and Nepal. In Africa, she has carried out short term assignments in Kenya, Tanzania, Uganda, Zimbabwe, Zambia, Malawi, Mozambique, Ghana, among others. She earned her B.A. from the University of Rochester and her M.A. in International Administration from the School for International Training in Brattleboro, Vermont.
