Project Overview
Since 2012, the USAID-funded Leadership, Management, and Governance Project in Haiti (LMG/Haiti) has partnered with the Ministry of Health (Ministère de la Santé Publique et de la Population [MSPP]) in collaboration with the World Bank and the Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) Country Coordinating Mechanism (CCM) to generate inspired leadership, sound management, and transparent governance for stronger health teams, organizations, and healthier Haitians.

While focused on strengthening capacity at the central level, the LMG/Haiti Project’s technical activities impact individuals across all levels of the Haitian health system.  Specifically, the LMG/Haiti Project targets key health system functions that support sustainable improvements in the delivery of essential health services, pursuant to four primary objectives:

  • Strengthen the capacity of the Ministry of Health’s contracting unit to efficiently and transparently manage all sources of funding, including the U.S Government
  • Strengthen the MSPP capacity to improve quality of and access to health services and to better regulate, manage, and monitor the health system
  • Reinforce the leadership, management, and governance capacity of the CCM to improve financial oversight and accountability, and to strengthen performance and coordination in implementation of GFATM funding
  • Strengthen the strategic communication capacity of the MSPP and local Haitian journalists while supporting USAID/Haiti to engage, inform, and elevate awareness of the Haitian public, diaspora, and US-based policy makers on Haiti’s key health issues

Key Results
With the LMG/Haiti Project’s support and technical assistance, the MSPP has achieved the following key results between 2012 and 2017:

  • The contracting unit developed technical and financial tools to implement and monitor the National Results-Based Financing (RBF) program, including the RBF operational manual, costing tool, and training manual. To date, the LMG/Haiti Project has supported the training of 261 health care providers in 81 facilities in seven departments (Sud, Centre, Nord, Nord-Est, Nord-Ouest, Nippes, and Grande-Anse) on RBF tools and implementation.
  • The directorate of health service organization (Direction de l’Organisation des services de Santé, in 2016, developed the Package of Essential Services (PES), setting out clear national standards for healthcare delivery for two of the three levels of care. The PES is currently being piloted in three departments (Sud, Artibonite, and Grande-Anse).
  • The general directorate (Direction Génerale) set up its Strategic Dashboard in 2016 to track the Plan Directeur performance indicators, enabling identification of trends, assessment of progress in specific result areas, and evidence-based decision-making.
  • The CCM incorporated feedback from key affected populations to develop concept notes for HIV and Tuberculosis (2014) and Malaria (2015) funding from GFATM.
  • The CCM strengthened its capacity to oversee grant implementation through the development of key grant management tools (grant oversight plan, community-based oversight guidelines, community-based organization oversight plans).
  • The directorate for health promotion and environmental protection (Direction de la Promotion de la Santé et de la Protection de l’Environnement) developed the MSPP’s Strategic Communication Plan and the Branding and Marking Plan in 2015 and the Emergency Communication Plan in 2016 (which was effectively used to support continued health service delivery during and in the aftermath of Hurricane Matthew). The three documents will help the MSPP fill existing gaps in internal and external communication.
